In the right light or under closer inspection you can notice thin silver threads and small gems and crystals he likes to keep woven into it at the roots, all of them imbued with magic or enchantments for emergencies (and showing off).

General Description: River is a bright red unicorn stallion with a deep blue mane. While his unicorn body makes him look rather slim, it hides some decent strength in his legs from his earth pony heritage and upbringing. His red horn is of regular size, but has small streaks of deeper red going up from the base to the tip from an accident involving his horn getting broken while maintaining a high-power spell.
Cutie Mark: His cutie mark is a blue circle/sphere with horizontal and vertical white lines crossing, resulting in a blueprint matrix. It signifies his talent for plans and planning, but also for simplifying existing plans and designs, finding possible flaws in plans solving problems in general. It also gives him better and easier control over his panel spell and all variations thereof.
Skills: Aside from the skills amplified or enabled by his cutie mark, he is relatively genre-savvy, good at organizing and has a good (is slightly peculiar) logic and common sense. He also has a major of Creative Spellcraft and minors in Enchanting and Magic Theory from Celestia’s School For Gifted Unicorns, though he was an average student at most of it.

2) Magic Panels: The spell he found along with his special talent, creates solid panels in the air. He can create them in any (reasonable) size and at any angle, ponies can walk on them and he can use them to shield himself and other ponies - though he didn't really have much need for that particular use in his life; he can't just move them around at will, but he can send them in one direction or even have them circling him when he creates them, and he can tilt already existing panels.
Over time he came up with more and more ways to use this spell. While he started with simple ramps, steps and walls, he soon got it in his head to use them as catapults. He learned to fix the panels in the air at only one axis and to slam on one end with his magic to send anything on the other end flying. During his teenage years, he tried to use this as his primary means of transportation, improving his aim in the process just as much as his resistance against bruises.
3) Mental Focus: Since teaching himself the spell of the same name back in his time at the Academy didn't turn out as well as he had hoped, he tried to make his own version of the spell. His version has the additional effect that it pushes all emotions - including feelings like intoxication and pain - away to enhance the mental focus. The problem is that once the spell is cancelled or wears off, all the emotions come crashing back on the user at once, often causing the strongest emotion to take over for a moment before he manages to calm down.
4) Enchanting: Something he vowed to learn at the Academy. It took him a lot of time and practice to become good at it and he's not on the same level as the professional enchanters, but it's usually more than enough for his purposes.
5) Magic Crystals: A technique he researched as a student on the side to his enchanting classes. It allows him to focus his magic and crystallize it, enabling him to both store magic for later and train his magic stamina at the same time.
6) Schrödinger's Box: Since he never really got the hang of normal teleportation, River invented an alternative base on his Magic Panels spell - based on the principle of Schrödinger's Cat that if you can't see him he could technically be anywhere - by creating a non-transparent box around himself and/or the ponies he wants to teleport.
The catch is that it doesn't really work as long as the pony inside can tell where he is himself. The solution is that he either has to create another identical box at the point he wants to travel to, so he could in theory be in either of them, or he has to close his eyes and hope for the best. The second one would result with him ending up in an unobserved spot in the general vicinity of where he wanted to go, for example a closet, an air duct, etc.
7) Emotion Drops: At the last attack on Ponyville (in the old forum) a chain of incidents broke his horn while he was maintaining a high-level spell. The resulting mix of cracks, ancient healing magic and his ongoing Mental Focus spell caused his suppressed emotions to leak out of the cracks as crystallized magic. After the cracks healed and left him with the red streaks through his horn, he managed to reproduce the results in a new spell.
The crystallized emotions can be released with a small application of magic, inducing that emotion in every sentient creature around him, strength and time depending on the emotion stored in the crystal. He can channel them a couple feet in one direction to hit a particular target.
8) Notepanels: Panels that write down his thoughts, working much like a notepad but without paper and pen necessary.
Faults: River is stubborn and prefers to do his planning and work alone. If he works in a team, he either wants to be the leader (or work independently) or only does what he is told to do. He is also opportunistic and tends to do whatever brings him the most advantages. He has a sense of honor with a double morale, which sometimes gives him different views on what exactly is an “acceptable amount” of cheating.
On the other side, he has something of a helper complex and is well aware of it. He himself isn’t sure whether it came with his cutie mark or was there before that.
While the last years have somewhat hardened his spirit, he also still has a hard time seeing gore and death. In fights it is usually suppressed by his Mental Focus spell, but he still avoids killing and prefers clean kills if he has to.

In fact, they're one of only a few wealthy earth pony families in Canterlot, though because of their field of work they are still considered working class by most nobles.
River was never the most adept at magic, but what he lacks in power he makes up for with creativity and ingenuity. Just a few hours later the group of four was engaged by the magic shield Gaia, who led them to the TARDIS where they met The Doctor and Discord. While getting some sleep, River was approached in a dream by Nightmare Moon and marked by her. Waking up he found Discord working in his TARDIS workshop, who helped him learn about his Schrodinger’s Box spell, decided to teach him about enchanting and guided him through creating Silk by enchanting his favorite scarf.
With the TARDIS they travelled to an underground cave system under the Everfree, meeting with the group around Moxie, Lyra, Bon Bon who were freeing Romar, a blind alicorn, from his prison.
Returning to Ponyville, they were attacked by Plush Ramen, Joxer and Swift Gale, during River had a short spar with Joxer and got his horn fractured by Swift. Getting the fracture while casting his Mental Focus spell caused it to shortcut, which was overloaded even more by an attempt of Romar to use ancient healing magic, all of it resulting in the dark red seams in his horn through which he can form his Emotion Crystals.
After Tenebris Dawn: When it became obvious that the war wasn't going to be won anymore and their parents had already disappeared, River and his sister liquidated what they could of their family's fortune. They took the gold and what else they could take along and decided to leave Canterlot, taking along whoever wanted to escape with them.
After a while of travelling Equestria and staying away from the main roads (while picking up some more ponies and other creatures along the way), they finally came to an abandoned village, in a valley of a mountain range just south of the Crystal Mountains, north north-west of Manehattan. Seeing how nopony remembered ever hearing about the village, they decided it was hidden well enough for the time being. They renovated the houses, moved in and kept the old name of the town to honor whoever had built it first. River became the first mayor of the town while they rebuilt and expanded it, and found one of the original tenants, giving up the position for new elections after a year so he could focus more on his own work.
He spent most of the remaining four years helping out around the town as a planner and advisor and working on his own designs. One of the underground rooms of the town was converted into a make-shift magic laboratory. He taught two of his spells to every unicorn in the village who was willing and able to learn them: The Magic Crystal spell, since it was his easiest and most useful spell, and the enchanting technique Discord taught him, since it was his only spell that wasn't self-taught.
To protect his identity, he took on the name of Stepping Stone when they reached OurTown changing his name like many ponies did.
River is still living in OurTown now, preparing for whatever might happen next.
